Isaiah 27:7 is following a sentence structure of “action if condition”, stating that slaughtering and smiting will happpen in response to a slaughter and some killings.

The “action if condition” statement in Isaiah 27:7 is very much a punishment that fits the crime, if not less, which Exodus 21:24-25 is all about, I have glyphed the symbolic meanings of the images next to the words to help people to start seeing PaRDeS / deeper meanings in the scriptures. “Eye for Eye and tooth for tooth” is not literally about taking the other person’s eyes or teeth, it’s about fair punishment or in other words no cruel and unusual punishment. It’s about restitution that undoes the crime that was committed. For example, if you poked out someone else’s eye you are responsible to provide the blinded a replacement for the lost eye, perhaps by giving him an seeing eye dog.
Exodus 21:24-25
A 24 Eye [desire] for eye [desire],
-B tooth [plan] for tooth [plan],
–C hand [work] for hand [work],
—D foot [path] for foot [path],
–C 25 Burning [judgment] for burning [judgement],
-B wound [exposing] for wound [exposing],
A stripe [chasten] for stripe [chasten].
Here are some examples from the Bible and the Book of Mormon showing that the punishment is along the same lines as the crime which goes with the deeper meanings, desire for desire and plan for plan.
Psalm 7:15
A He made a pit,
-B and digged it,
-B and is fallen into the ditch
A which he made.Proverbs 26:27

Keeping in mind that Isaiah 27 is about the second coming, lets examine what the action portion of Isaiah 27:7 is pointing to and what the condition portion of Isaiah 27:7 is pointing to. SJR Revelation 6:9-11 is the condition portion of Isaiah 27:7 with the slaughter of the martyrs and their fellow servants. The fellow servants are the two witnesses from Revelation 11 who are also the two olive trees from Zechariah 4. JST Revelation 6:12-17 deals with the fire and brimstone which is the slaughtering in consequence to the slaughtering of the martyrs, ending with the Mighty and Strong One and Aaron.

The smite and smite in the action portion of Isaiah 27:7 is not as clear. But I do believe the first smite goes along with how the Mighty and Strong One and Aaron will be missionaries going around the world teaching leaders of the world of YHWH’s ways / Torah after the destruction has finished, see Isaiah 52. And the other smite is how people will not receive rain when they don’t keep Sukkot / Tabernacles during the Millennium as prophecied in Zechariah 14:16-19.
